I've put together a tutorial, but there's more. Christmas in Joo-ly is right!
Supplies: Ruffled Fabric [1 yard] and elastic [1 to 1 1/2" wide]
1-Making sure the bottom of your fabric is evenly cut, lining up the ruffles, cut two pieces on the fold, using inside out leggings as a guide, including 1/2" extra for seam allowance.
2-I didn't taper the bottom of the leg, and I cropped mine as well. [No need to hem it, yay!]
3-Open up both pieces, making sure all the ruffles are down, put right sides together [not shown] and stitch with a slight zig-zag from the waist to the crotch on both sides, as shown in the photo.
4-Pull the two seams together and stitch around the length of the legs, making sure ruffles match and are all facing down
5-Stretch a length of elastic around child's waist. You want it snug. Overlap ends and zig-zag stitch.
6-Pin elastic on the inside [the wrong side], overlapping 1/4". You'll have to stretch the elastic a little bit to make it fit.
7-Zig-zag along the overlapped portion of the fabric.
8-Turn elastic under and stitch in the seam across the length of the elastic in front and back to keep the elastic down.

The charcoal gray is lovely, but if I were to make leggings for my nieces, I would want one of the yellows, either the polka dot or the plain.
I love the fabric! My favorite would definitely be the bubblegum pink and white. I can envision some fabulous things being made from that!

I am loving the brown and white polka dot fabric. I love the charcoal too though. I think it would look lovely as a skirt, since I am not blessed with any little girls. It would probably look amazing as a sleeveless shirt. Ruffles are all the rage now. I can never decide what a fabric wants to be until I hold it in my hands though. It is amazing fabric though, in any color, or pattern.
Wow, how to choose a color? I think I love the charcoal or the light pink the best. And of course I'd have to do ruffled leggings (light pink). Though the charcoal could look AWESOME as a flounce/train on a skirt.

This is the thing, I don't sew, I mend. What is going through my mind right now is "I can't believe I ever bought my girls leggins". After looking at your tutorial, wow easy,I think I need to go buy some fabric and make my girls, and my nieces thousands of leggins in every color and pattern. The waste band is what frightened me but I think I can do it your way.

That is the most awesome thing ever!!! I love the look of ruffles but hate how much effort they are! The white would be great to keep on hand as a simple way to lengthen clothes my daughter outgrows, but I love red! Gosh, I was rushing for my credit card the moment I saw this post. I want them all, but I think the most versatile for my darlingest two-year-old would be the pink and white striped. This is the most charming article of clothing I've ever seen, and I would never have guessed it was made from ruffled fabric. I for one am very grateful for this tutorial -- sure to be one of my all time faves!

I like both the white and the blue that you used in this tutorial.. I forget what it is called.. The fabric is beautiful and I love the ruffles! I would have to make some ruffle-but diaper covers! I love this idea! My oldest girl will only wear dresses, but she is also very active and flips her legs around and we are working on not showing panties. Some cute little bloomers might just solve my problem. The white would go with everything.
Woah, those are cute. I would love to have the pink ruffles. My little girl loves wearing her dresses, but we have the problem of not showing panties. And the older she gets, the harder it is to find bloomers that fit. This is such a cute idea. Thank you.

The polka dots are cute, and I always love aqua! These pants are just darling, and I'm thinking about a few little skirts for my little lady, nothing cuter than a diapered bum crawling around in ruffles! :)

What an awesome tutorial thank you so much! I can't wait to make my little beautiful angel some. I love the ruffle fabric this is the first time hearing and seeing it. I love all the different styles, colors,and patterns offered. I would love to win a yard of this fabulous fabric. Its so hard to pick which one I would choose I like the brown and white polka dots, same with the yellow dots, oh the pink and white is awesome as well, and that charcoal is so stunning and out of all of them I would more than likely choose the charcoal.

Hola Katy! While I recognize that at this point you probably have enough fabric to make all your ruffled dreams come true I wanted to let you know where I ended up getting mine from. After my last post on your blog I hunted and hunted for it. I ended up buying some on ebay and some at Target. Yes, Target. My ebay purchase was 2.25 yards of stretchy (both ways) dark pink fabric with white polka dots. It was 16.50 plus shipping, which ended at 22.50. My Target purchase was more dark pink, but solid this time. On the clearance rack in the girls' section I found a skirt of ruffled fabric for $9. It already had a black, 1.5 inch elastic waistband so all I had to do to make it size 4T is take it apart and cut it down. A-dor-able. Thanks for all the inspiration!

I actually love that frosty light blue you've used, but don't see it on their site. I might choose the Navy, or white otherwise, and try making a summer top.

Hi Katy, I came across this on Pinterest and it caught my eye (not because of the bloomers, though they are SO sweet!), but because of that orange dress!! How sweet it is!! Did you sew that one? I am looking for a patterm though I think I could probably draft one up - a lovely A-line shift is quite simple, I would think. I, of course, have NO experience with such an undertaking so I will appeal to my Mama to help!!
